Xbox 360 Grand Theft Auto 5 Mod Menu

I have a design for a menu that needs to be able to run in Grand Theft Auto Online for Xbox 360. The final product needs to be in an XEX file. Whoever takes on this project must have access to Grand Theft Auto 5 script mods for Xbox 360 in order to build the menu.

What you'll be doing, will allow myself to adjust my account into within the game such as money in account, my rank, my skill level, etc.. The menu will also have to work with online players in order adjust their rank, add money to their account, mess with their vehicles, teleport them, change their current wanted status, make them preform various animations, etc.. And, another type of thing you will be doing would be able to spawn in various objects that are in the game such as wall barriers, plants, peds, vehicles, etc.

Below, I've attached a photo of what some of the sub-menus might look like. I've also attached a PDF of a basic diagram of what the menu includes. A more detailed packet will be included.
