Webhook + Google Ads API: Basic Web Based System To Post Conversion Events

We are looking for a full stack dev for ongoing work. Our goal is to provide this basic API project as a test to see how you do. This project will be for one aspect, google conversion tracking.
Overview:
------------------------------------------------
When a conversion event occurs, we will post the event (purchase, addtocart, etc) to our new webhook system. The system will then lookup the correct conversion even and google account to post the data to. All responses, success/partial/failure will be recorded so we can fix the issues on on going basis. This will require a basic password protected web gui to view the tables, inbound webhooks, outbound api requests, responses, etc.

Logic
---------------------------------
1) new webhook request is entered into "Conversion Table"
2) the system will lookup the vertical specified and the appropriate google account and pixel to use
3) it will use the google ads api upload conversion service: [login to view URL]
4) we will use WBRAID if set/valid, or GBRAID if not set/valid, finally GCLID if nothing else set/valid
5) please include your favorite ice cream in your application so we know you read this
6) the api post & response, error/success is recorded in our outgoing table
7) debug failed api posts to resolve missing information
Note: failures will be alerted via email, with:
- the webhook we posted
- time / date/ ip source
- what we sent to google ads api
- api response (error message)
