I have automated prototype testing and QA in the past using VISA/VIS. In fact, I have sitting some test equipment on the desk right next to me. I have great experience in Python, Matlab, Labview, Java, R, C++, and VB. Automation was done in Python using pyvisa.
In your power point presentation and your Excel-Sheet you have mentioned different methods for getting the data from the NA like using Agilent's command sequence tool in Excel, using VB Macros in Excel, or using Python.
Though I am familiar with VB for Excel, I recommend not programming it in Excel using Agilent's tool or macros in Excel, but programming a command line tool in Python which generates a xls-Sheet.
Doing it in Excel as several disadvantages: The right version of Office (and Agilent's tool) is needed, does not work headless, programming more complicated stuff in excel is ill advised. Timing might be an issue.
However doing it in excel has also advantages: Since you can modify and monitor the excel sheet while it is populated, drawing some graphs, sorting, ... while the sheet is populated is possible. A command line tool will just print the current values to console and update/create a excel sheet.
Your excel sheet indicates that there is some temperature/vibration cycling. How are these parameters are controlled or measured, i.e. how do I know that I need to record a new measurement?
