Software application to add hyperlinks to keywords in HTML interface

This project is to create a software program, with the following functionality:
1. It will have an interface in which I can paste the HTML code of a blog article that I'm planning to post on my blog.
2. I will upload a .CSV file to the application that has keywords in Column A and in Column B will be the corresponding URLs associated with the keywords in column A: For example: Cell B2 will have the URL for the hyperlink from the keyword in cell A2: Another way of saying this is that cell A2 will have the anchor text for the URL in cell B2.
3. The program that you write will create hyperlinks in the blog article HTML based on the keywords and corresponding URLs in the CSV file: Whenever a keyword (from column A of the CSV file) is found in the text of the HTML of the blog post, the program will create a hyperlink from that keyword to the corresponding URL from Column B of the CSV file.
4. The program will create alt text for the hyperlink by using the keyword in column A as the Alt text.
5. The program will add title text to the hyperlink: The title text will be in Column C: For example: Cell C3 will be the title text for the keyword in cell A3.
6. Made to run on Windows 11 Pro. I will want to have to capability to upgrade the application to run on future Windows versions by the freelancer who writes the application.
