Simple web application to manage funds

I would like to create web app where we would like to manage the funds. The app should have ability to manage borrowers and send notifications. We will give funds to user for certain period of time i.e. for day, week, month, year with certain percentage i.e. 3%, 4%, 5%, 10% etc. From the app we will create borrower profile with details as below "User Form". Borrower should able login in order to see his dashboard on funds borrowed and remaining balance etc. Likewise, app should able to create admin account where they can manage borrowers (Adding end user, sending notification etc.). There will be payment due date before that borrower should get notification that payment is coming, after overdue penalty should be applied and daily notification should be sent to borrower. There will be one superuser who is owner, admin will be agents who can create user accounts and add their details, and end users are borrowers. Superuser should have functionality to create Admin and User accounts. Admin can create users account, User can only view profile and edit personal data. There should be dashboards to view data for each user type based on what data they should view.

Example: Adhesh wants 50000 requestd the same to Admin. Admin will not create the Adesh account in system with details like Name, Mobile, Adhhar, requested amount etc. Admin will decide % on which we can give money to Adesh accordingly will add that in his account. So, Admin decided 5%. This will go to superuser for approval, once super user approves admin can relase money to Adesh by deducting first installment, so admin will relase 5000-5% = 47500. If Admin releases money on 1st Nov, Adesh should get notification after 25days for next installment i.e. 2500 on 25th November. If Adesh pays amount on time admin should update it accordingly if Adhesh fails to pay penalty will be added to his account. and should get reminder every day for payment. In this example Adesh requested money monthly however user can request money for daily usage or weekly usage or any type. Duration can be anything.
