Require a Complex Website

I require a complex website with multiple pages, sign up, log in, profile for each person and companies, ability to tender for a job (similar to Freelancer.com), an inbox system for communication between the 2 parties, or the ability to directly approach and engage a person. Want the people to have a rating system available after the job is done. Browsing capabilities for each person or each tender/job. Payment structure. I have the domain name secured via GoDaddy but am not familiar with how to put this all together, what is required from the back end. I do need clean coding and I want the ability to go in and change wording once I have a content creator engaged. I will need your help to tell me what you get started. I have a logo that has been developed.
