Pictures poll

I want to make an election site. There will be 5 polls in the site. The admin will be able to add people names with their picture. the admin can add up to unlimited names in each poll. the user will come to website, and will see the name and the pictures with the result. and each one can vote for 4 person or less in the poll. and there will be a places for the admin to add banners for advertiser. check out this site [login to view URL] there is 6 cars, the admin can add as much as he want pics, and can keep add even during the election , and can remove during the election. the winners name will be all the time in home page.
