PHP help to conditionally output ACF (Custom Field) file type to download file link.

Hi,
I use WordPress & Advanced Custom Fields.
I'm looking to create a shortcode for 1 ACF File Type fields. This shortcode is to provide download link for the file based on conditions IF user is Logged in and IF file is available.
1 field ( $homereport = get_field('home_report_pdf',$post->ID); )
// If File available, provide download link
// If field empty -> File Not Uploaded, output request form with WP-Forms Shortcode [wpforms id="xxxxx"]
// If User Logged Out - Inform user to log in to download file
I do have some coding knowledge, but I'm still new to PHP. I have made my best attempt at achieving this, but I'm getting stuck, and I need this task complete.
In my example code file below, I have 3 fields listed for example, I am only using one get_field.
Likewise, I am looking for somebody to provide their service to help successfully finish my shortcode setup and provide relevant CSS accordingly for a nice output display.
The budget £10 & this task will most likely take no longer than 30 minutes if you have the required skills.
