Need OpenStreet Maps EXPERT for project. jobid220116

We have an SQL database of more than 1,000,000 map points.
We need to display them on an OpenStreets Map, however we do not want to attempt to load all of the points at one time.
We would only want points to show if user view level is 14 or more. Then the browser should request from the server only the points that would be within the view area of the user. This way to conserve resources.
Our website backend is PHP, frontend is JavaScript.
If you are not an expert with OSM please do not bid.
