I need a programmer to customise my phppb forums.

I just started this site and customised the forums with sections and subsections, it if fine now for the begining, but i need to further customise this forum like:
1) I need to use my own template for the forums( i have designed one already - you have to insert the coding.
2) I need customise my forums to sectionwise ie. the index page must have only the links to main catagory only (not subcatagory, forums or sub forums link).
3) I have plan to introduce more sections in my forums -I need total of 45 Main sections = 35 for each Indian states and about 10 for other topics like food talk, teen talk etc... I can do the customisation of creating sections and forums, i need you to customise the drop-down selection button only - it must have the links only to the main sections.
(as for now it has all links in my forums-it is difficult to read and select from the large list of forums i have at present)
hope u understand what i needed for now( i am not very fluent in english- i tried my best to explain the job here, for further info on what i need view this site for example [url removed, login to view] moreover this is how i need my forums to be customised.
I can design the graphics and buttons needed for this work, I need help on the prog side only.
