Mosquitto and PHP

I need a PHP base MQTT clients and MQTT workers. The client must be able to have a unique ID such as its IP ADDRESS and send messages to the workers. The workers must get the message in a round-robin method, process the message (do the work requested) and send an answer back to ONLY client that sent the message.

This is a bi-directional message system I need.

Must use the Mosquitto Broker and Mosquitto-PHP.

Must run on Ubuntu 18.04 using PHP 7.2+
