Facebook Graph API - Migrate to v2.3 and Resolve Image Upload Problem

I have previously hired a freelancer here to assist with creating the code that allowed images to be uploaded to Facebook using the Graph API. He did a good job. However, when migrating his code into our much larger framework, I am finding a rejection / error message from Facebook and so it is failing on this error.

FTP access to the required files and folders will be provided as well as permissions to login to our Facebook account if needed to resolve this.

You will have to set your hosts file to the IP address we provide to access the development server where this code is hosted.

Also of note:

const GRAPH_API_VERSION = 'v2.3';

I wish to update this to the latest version which is const GRAPH_API_VERSION = 'v2.8';

This will help us keep current and avoid legacy problems in the future.
