Educational website for improving vocabulary

I am looking for a software developer with PHP&MySQL knowledge to create a basic website. Design at that stage is not important. I want a developer to use a bootstrap framework just to understand the backend skills which a developer has.
I was a PHP/JS/node.js developer for the last 10 years but I have a lot of ongoing projects and need a person to build such a website from scratch. The idea is to start with minimum features and build more in the upcoming years. From my experience, that project should be run by 1 PHP developer in the initial stage(3-6 months), then a frontend developer will join to improve the design of the website and mobile app developer once the stable API endpoint will be created.
This project is a marathon, not a sprint. I am looking for a person who can develop it for months/years. Ideal team in the future would consist of
1 backend developer
1 frontend developer
1 iOS developer
1 Android developer
Each person would be responsible for their part and the codebase would not be shared between them to avoid extra communication problems. As API is necessary for mobile apps and frontend to join later, I am starting with PHP developer job offer.
