Edits to a PHP redirect script

This is a simple job for any PHP developer. I have an .htaccess file and three simple PHP files that allow me to quickly create forwarding links for my business.
Problem: It strips UTMs from the URL.
I need: The PHP files edited so I can continue easily creating forwarding links, but UTMs will be passed through to the destination URL.
I will provide: the .htaccess file and PHP files involved in the current redirect
