Develop a work plan and budget to finish a website that was abandoned half-done three years ago

I have 2 versions of a website I started many years ago. The first is exactly like I want it but it is no longer usable because it was written in old asp. The programmer is now retired and is no longer available. The second version was developed by a new company in LOs Angeles and was supposed to have exactly the same functionality but with new graphics and in PHP. I had a contract for $10,000 to do the job. Unfortunately, they sub-contracted the job to a company outside the US which complicated things. Somewhere along the line the specs for my website got lost in their communication. I realized that the website they were developing overseas was quite different than what I had ordered from the local developer. I realized that the whole project was not going in accordance with the contract. I stopped the project half-way through and we agreed to cancel the contract. That was three years ago. I was not able to continue the project due to family obligations. Now I have more time and want to finish the website. I have $5,000 left from the original contract. I need someone who has the expertise to compare the two websites and give me a budgetary plan as to how I can finish this project.
I think the best way to proceed is for someone look at the original website and prepare a list of all its features. I can do this myself but only from a user’s perspective. I need someone to convert it into a contract that specifies the technical aspects. I believe I need that as a guide to get estimates from PHP programmers and graphic designers to complete the project.
