Develop a Payment Merchant Website

In this project, I have a merchant account with a company ( and this company is very good for me, i want to use this company as my major service provider; i want to develop a merchant website of my own where i can have ability to
*issue merchant accounts to end user
* issue my own custom payment gateway to end user
* issue my own Web Virtual terminal to end user
* Most importantly, the Pay ment descriptor MUST be on my company name and also on my End user merchant name
* All transactions from my end user merchants will report to my merchant account which i have with this company
* Everything , transactions from my end merchant user will be seamlessly in such a way that the payments will seem to come from my website which i have with this merchant account.
* API for woocommerce, magento and few popular ecommerce sales-force. ( like a neutral plugin which can be used for or in any of the salesforce ; woocommerce, magento, etc. )
* Will have an Admin where i can control merchant user account details
* Will have USer merchant Dashboard where list of transactions that each merchant handles appears, records of merchant user profile etc.
