Building a contest management website/database

Job Description:
We require a completed website by end of March. This would be a combination of a learning management system and a contest management system.
We need three main functionalities:
Registration (this would run like a database) and sort people into categories based on their selections. This is relatively complex as some some events are group events where students will need to be added to their group events as well as individual events.
Submission of online events (videos, images and documents)
Judging/marking of events on the back end needs to be accessed by 3 judges per event and do not want the results released until a specific date
This is a large student convention and will have approx. 30 schools accessing with 90 event categories
