Hello. I have done related projects in the past and have big general experience in the online video delivery - see my profile for more details. This could be done an many different languages, I would prefer Node.js + FFMPEG. I think the best way to reduce streaming lag is the encoder options (have experience with that too), however I will have to know more about the requirements - the cameras, the browsers, server capabilities etc. I will need this information to name the exact price and time as well. I have read your project description and understood that you wanna build a webpage(something like a dashbaord) to show stream video from ip cameras. I have my experience to build desktop application to show ip cameras. It's not a problem for me, we can configure a server behind the website and can let the ip cameras communicate as client. To speed up , we can clear temporary caches regularly or we can use ethernet cable to connect the cameras. We can have other solutions too. For quotation, I think it would take 20 days to build this. I have a question related to your cameras; are they already connected and you can access them by ip ? I will be able to create this in 4 weeks (around 30 - 40 hours per week). Related to lagging, it really depends on your internet connection., but I will try to optimize as much as possible the stream packages (encodings) so that it can stream fast.
