Build me a simple website with pure code, no framework

My website is for a project, it is a website for death people. The main functionalities I need are, Videos to be automatically subtitled using automation subtitling. My website will contain folders of videos which deaf students can access to watch videos using subtitles only. My main function for my website will include what I stated above which is to create code that will allow videos to have automatic subtitling. Besides that, I want a login and registration form for students to have their own profile. The videos should be categorised accordingly. i.e maths lectures should be in a maths page window and whenever a student clicks on a video the video will play but it won't have sound and will have subtitles that are created from the sound. There should also be an option where new videos can be uploaded and automatically subtitled using the algorithm used to create subtitles. The languages to be used are HTML, PHP, CSS, JAVASCRIPT, MYSQL No framework, Pure code The website is made for deaf people who cannot hear so therefore the site should have suitable functionalities for them. Such as, instead of audio prompts, use pop up prompts. I require this website made within one week. I also require this to be pure code and have commenting with // on as many lines of code as possible as this will be a presentation and I must understand the code entirely. Preferably a skype session going through the code after the website is made will be helpful.
