Build a cloud app with a native android frontend solution for complaints resolution

A brief of the requirement: Has four components: 1. Field-User. Front-end native android app with offline synch capability to (a) collect each end-user's issues data(including multimedia) and upload to a free Db on the cloud/net. User is searchable by user ID, Name, etc if user not found a new user can be created (with UID). There will be a few read only fields (resolution to issues)that can be filled in by the expert (user 3) (as described below) which will be viewable by field-user 1 in real time. UI to be touch friendly with minimal typing (use dropdowns/check boxes/sliders/radio buttons/tabs, etc. details will be shared) 2. Cloud Db: Any free Db with good security, standard SQL and interoperability 3. Expert advisor. A web interface for the expert to view issues of end-users from each Field-user and provide resolution for the same. 4. Admin.
