Android proxy SDK

You need to write an SDK that can be used to Android application acting as a proxy server.
Just SDK for Android apps, I will deliver API to communicate with my server.
Requirements:
The SDK should be easily implemented in any Android application.
The SDK should be designed to keep the operation of any application in the background as a process (service).
The application must be able to read the phone's battery status and detect whether the device is connected to the Internet via WIFI.
The SDK has the task to ask every X seconds the given MASTER_SERVER url internet address (data encrypted preferably https).
The returned data is:
- waiting time for subsequent request (the value may vary from 1 to 300 seconds)
- url on which the next request should be made (there may be several MASTER_SERVERS)
- url to proxy query - url address to which the html request should be sent
- data packet - request which must resent by application into the network (along with headers - it can be post / GET on http / https) package size can have several MB
The response is to be sent to the POSTem server:
- a return packet of response data for the proxy query
- processing time from sending a data packet to a response
