PHP SCRIPT TO MONITOR EBAY ITEM PRICES -- 2

Need a script to monitor competition items.
The script must allow to enter ebay item number and monitor ebay price.
Must have a couple of fields, like:
Ebay item Number / Title / Seller Name / Inicial price when we added the item for monitoring / Current price / shipping costs / total price plus shipping / custom name field.
Shipping costs must be available to be selected depending on country, so a country selection field must be available when we add the item to monitoring.
Price must be updated automatically once every 12/24h, a time change option is requiered, if i want it to be more agresive and update price every 10 minutes lets say.
Must have admin panel, script must not be available to access without password.
The script must update the price alone, no user input.
Must have option to email us when a targeted item drops in price.
Depending on the result, more projects will be given.
