Web site funtionality implementation

We are looking for a highly skilled Web programmer. We want to develop a net of trusted freelancers and companies since we are moving our operation offshore. We have a lot of work and we hope to create a long and prosper relationship. For this first project You will provide us: -A list of yours skills - Code samples so that our programmers can analyze the quality of your work - A list of tools you plan to use - more specifically how you plan to solve point 4 of the back end. - estimate the time to complete the entire job - checkable references are a plus. When the service provider will be picked we will provide him: -The complete site in CSS/XHTML What we need is to implement on this first site is quite simple: Front end 1. user registration /login 2. 4 or 5 forms to ask quotes, send complain, send curriculum, ask assistance Back end 1 - To manage user (with privileges) 2 - To read the messages sent via the forms 3 - Review site statistic 4 - To update the content in the special offers section (text + image) as simply as possible (from the user point of view) and be able to format it (change text, image align font and so on). All the data will be stored on a Mysql database. I would prefer PHP/PERL/RUBY for coding but if you think you can implement this differently feel free to bid. There are many ways to solve these problems with current technologies and we are interested in your suggestion. CMS like Mambo/Joomla could be ok if you can do a complete implementation with our design. I’ve heard wonderful things on Ruby on rails or Ajax and Ajax on rails but I’m not familiar with the technologies. The point 4, I think, could also be done using Flash/XML beautifully. Please consider that the site will have to be SEO friendly.
