Simple website modifications (please read before bid)

I have a forum post website that needs the php script to be organized. For example I need all of the pages who have mysql connect passwords, username, and database name to be stored in a separate file and recalled in each page. I need this done with all my pages. There are four pages. I need an account log in page and a profile page added that corresponds with a unique id #, the id number already exist I just need a page added with CSS tables, these will just be empty tables so I can later add things in them except for one. In this table I will need for you to add a script so that it displays the users post. I have a forum script that will require custom coding to install. I need a simple search script to be added by you that searches post created by the users. Finally I need pages to collect new user info such as address, IP address, phone number, date of birth etc.. All of which needs to be stored in a separate mysql database. I am on a shoelace budget please do not bid high. Thank you and have a good day.
