Need Coder for Simple Data List on Website

I need a coder to set up a data list with over 300 entries in the style shown within the sample file.
The sample is a rough sketch of what the list should look like.
Job also includes imputing the data.
Some other features that are desirable:
*Easily editable for me (adding/editing/subtracting new entries)
*Each entry links to an external webpage
*Have the list be independent/ semi independent from the rest of the page
*List contains its own scroll feature/ability to navigate to separate pages on the list.
*Leave space for advertisements
