Joomla, PHP expert required to creat new website and pull in data from other websites

We have a website at present that links to 2 other catalogue sites using PHP and Frames. In additon we also have 3rd catalogue which is on the same site.
The 2 catalogues we link to are:-
Collections - for this we can get a csv file and so in theory we can update the site everyday and upload new images. This would need to be automated.
Guide - This catalogue is completely PDF based. We need to have this converted and all products added to our the DB (just like on Collections). All images saved on the server. This would have to be done automatically and again we would need to check for any updates.
The 3rd catalogue is Brands is this is hosted on our site. It is compeltely HTML and so it should be easy to incorporate. This is only updated once a year.
The final site once should be able to to find products from all catalogues. So if someone is looking for Pens and they search the site for Pens then it should find all pens from all 3 catalogues and should them to the client.
We also need a place where we can discplay special offers ..perhaps on the home page and then they can click through to the offers. Banners so we can promote specific products or sell it as advertising space with click through and statistice kept for it.
The prices be displayed in 5 or 6 coloums dependent on the quantity. Prices will only be displayed once a cusotmer has registered on the site. Otherwise they can just view and search the products.
We will need some html pages for terms and conditions, artwork requirments, etc.
For some items PDF files with product speicfication is available and so we need display it so they can simply pull up the spec as required.
We will also need DB set up for registration, newsletters, online quotes where required.
The whole thing has to be optimised from the beginging to ensure we get highest ranking on search engines.
We are looking for suggestions on how we can achieve this, if you have done simlar work then please provide URL's and how long it would take to do this.
Our budget is tight but the winning bidder will be guranteed a lot more work once the site is up and running as we are adding new catalogues regularly.
New input sites will be added regularly to this site to increase the amount of contect.
