Facebook App / Plugin time critical

We need a Facebook Application / Plugin.

This plugin should enable persons to upload videos (which is already possible to be done in Facebook) share these videos with the friends and all the friens in the group should be able to vote for the uploaded video (1 = very poor, 5 = excellent).

All these features are still available. The special feature that we need is that we need to make sure that every person can vote max. one time for every uploaded video.

We need the bids very fast because the deadline for the decision if the project will be done is monday december 17th.

The absolute deadline for delivery would be January 8th.

Please do only bid if you exactly know that you are able to do the project in time!
