Illustrator to WordPress Theme Project

We have a small project for a client where we need a simple design, developed in Adobe Illustrator, converted/coded into a fully functional and documented WordPress theme to be used proprietarily on the client's website.
Theme to include:
• Primary top navigation
• Secondary bottom navigation
• Widget ready with an updating blog widget desired (Recent (Sliding) Posts/Comments)
• Possibly in the scope of the theme, a user-friendly calendar page function (up for discussion)
Theme design must mirror pixel perfectly the provided Illustrator designs.
Developer requirements:
• Must have knowledge of Wordpress + PHP
• Experience developing and changing themes necessary.
Other skills in Illustrator, Photoshop, website design, SEO, etc would be good too.
