EXPERT Wordpress plugin developer wanted

We are looking for an EXPERT Wordpress plugin developer to work on a huge cutting edge project.
The first part of this large project will be to develop a URL shortening function which will:
- Accept requests from our exisiting plugins to shorten a link
- Automatically shorten links using our URL (provided later)
- Send shorten link back to our plugin
- Shorten multiple links per post/page within WP and track each requested link separately
- Track the clicks on each link shortened even if there are multiple links generate per post/page
- Provide a function to report the number of clicks on each link shortened per post/page
- Report all results within an WP blog
- All links will be sent to social media site sthrough our plugin, so these functions need to be able to communicate with our existing plugins (you will have access to our existing plugins)
- Documentation describing how the functions work, how each php file works, and the tables they are writing to each time
Our perfect candidate will possess the follow skill sets:
- Tested on eLance in Wordpress and PHP
- A great communicator
- Very responsive
- Proven record of meeting deadlines on projects (references we can check and talk to)
- Highly attentive to details (our software is complicated but very cool stuff)
- Should have multiple plugins that we can install and test
- Experience with social media APIs
