XML DB with queue

I would like a class written in c# as a DLL component that can be implemented into .NET IDE that will perform the following: * Locally accept data such as datetime, int and string headers and values, prefer dynamic assignment * Queue the data in memory using a message queue or array of some sort to allow fast data input acting as a buffer * Write the data from the queue to XML file using multiple seperate threads ie 3 - 5, in a db fashion * Allow the XML data file to be queryable using a dataset in conjunction with SQL queries, some examples please ie SELECT * WHERE timestamp < ... etc * Only SELECTs required * Querying does not have to be superfast and only one query at a time is required * Require a property to indicate that the DB in use to ensure multiple connections are prevented * Data integrity must be secure!! NB. At this stage the data only has to be a single table, I'd like the data input to be fast though.. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). 4) Require full debug testing and acceptance prior to payment 5) Code must work on a non-development machine 6) Documentation on usage and implementation on both development and non-development machine 7) Must be fully implementable into .NET Visual Studio 8) Document from coder releasing code for unrestricted use ## Platform Windows NT/2000/XP/2003
