Website for open source software project

Good morning, My name is Andrea, I have been looking for a web design freelancer for making a pretty good-looking website as presentation layer for an open source software. Before going into details, I would like to know whether you also prepare a small presentation and project management website for also a low budget, not of course for enterprise use. If so, I'm gonna explain what my needs currently are. I have been developing a software for years and I think it's the time to setup a little project management system web space where to host the project, with updates, sources, downloads, wiki and everything you also know is needed; you may ask now why I couldn't use any existing open source CMSs, well, even though a website for presentating an application shouldn't look fancy and particular tricky layout'ed, the beauty of the site is still important to me as well as cross-browser/device compatibility without counting in SEOs techniques which I ignore. If you think you start understanding what I am asking for, I would post here below some links which you can get how the technical details should look like from. Talking about layout, I would recommend to look at these links. Commonly, a header with the project logo, a left-aligned div hosting the main navigation links and what is left should be filled up by a bigger div hosting the appropriate content of that area is more than enough. I mean glowing borders with semi-opaque background, usually a combination of a maximum of two neon colors. Here is my trial ( Do not take this as example for content layout, just for aesthetic purposes ) - http://orb-project/test Now, I would also accept bringing on the test I started with as long as you can fix the compatibility issues with mobile devices and IE ( I wouldn't have no time for this otherwise ). Besides, it should be enhanced with a small admin panel wich I can post updates or modifications from. I have also to specify I wouldn't want Flash technologies to be used for the website.
