Webhosting Site Creation (HTML, PHP)

I'm not looking for a $500 solution. I just need a few pages for my webhosting company. All the pages should have a central theme running through them. General tables and maybe frames depending on your preferance should be used.
There should be about 5-6 standard html/php pages available to customers such as:
Homepage
Contact us
Hosting Packages
Support
etc...
I want customers to be able to see the hosting packages available to them and upon clicking the buy now button, be taken to a page where they can enter all of their information, select their hosting plan, payment method, etc. On that same page I would also like them to view the availability of a domain name (I have a small piece of php code that needs to be inserted which takes all of 1 minute).
Databases are not a must but can be implemented if the programmer wants to do it. The basic need it to have that signup form emailed to an administration email account to I can manually setup the hosting account for the client.
I don't need a huge time consuming graphic or anything, just leave some space at the top for a logo.
The background should be light in color, perhaps even white.
We offer Webhosting packages to clients at a low rate und would like customers to find everything right on the starting page without having to search for hours.
THE FINAL PRODUCT WILL BE IN GERMAN. Unless you have strong German skill I would recommend you add jibberish as a placeholder and let me fill in the information.
If you think you can do this at a low cost then please feel free to bid. I would prefer to keep the price down as I have just started my hosting services and my funds are dramatically decreasing with all the software I need for my clients.
Payment can be done through Paypal (preferrably), through wire transfer, or money order.
