Parallax Web Site

I'm looking to have a scrolling Parallax Web Site developed. I already have all the images and content and only require the code which I can then update myself moving forward.

I have images that I would like to use on the site that need to scale to the full width of the browser window. In addition I have a few other images that I would like to appear as floating on the page as a person scrolls down.

There will need to be a menu in the top right that allows a person to navigate to the different sections in the Parallax web page.

The first section will have an illustration of a boat and a three rows of waves. The waves must look like they are moving slightly up and down and left to right - as waves do.

The second section will have bubbles against a different backdrop.
