94312 fix a url rewriting bug

when link texts end in a question mark, the result is:

Not Found

The requested URL /([0-9]*)_(.*).php was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

This should be a very easy fix for anyone who knows URL rewriting. I also need a table widths problem fixed as part of the same project.
