I need 4 modifications done in ELGG.
** Note 1: Do NOT apply if you have no previous ELGG experience

Limit the creation of groups to Administrators only
Change the 'Tools' menu by removing 'friends' and adding hard-coded links (eg [url removed, login to view])
Set access/ownership level for all user resources (files/bookmarks/etc.) to "private" by default. Enable ONLY admins to change file access levels for users by using a notification process (eg On submission of file, admin gets email or internal flag)
Build a widget to display a user's files listed by Tag/Category. eg
