Chinese Styled Web Developer Wanted for Site Similar to [url removed, login to view]

We need to hire a web developer to develop and install a PHP based website on our servers. The site will be similar in design and features to the bulletin board system at [url removed, login to view] and will actually be a bit simpler. You will be given an example site to follow that already implements the features described below.
Note: Because the site will be mainly targeting at audiences in Mainland China, a web developer with Chinese-styled web design experience would be preferred. However, if you feel that you are able to understand the concepts of designing a website targeted at a Chinese audience, please feel free to apply.
You must be able to develop the following features into the site
• Be easily translatable from one language to another
• Comments
o Logged in members can comment on the topic.
• AJAX functions
o Add topic To Favorites
o Rate topics posted on front page as good or bad
o Report abusive comments to the site administrator for review
• General
o List top rated topics
o Users can view listing by category only simply by clicking on the category link displayed on the right menu of all pages.
o [url removed, login to view] Integration to share topics posted on all of the top websites such as facebook, yahoo, digg, etc using the integrated [url removed, login to view] system.
o Encoded Passwords
• User Profile Pages
o Simple Social Networking Profiles
o Our advanced member profile pages encourages social networking by allowing countless interactions with other members.
o Member Statistics: detailed member statistics are shown on the their profile including profile views, topics, comments, etc.
o Member Favorite Topics
o All of the topics the member favorited are displayed.
o Member Information
o Profile member information is shown on the the profile page, including name, birthday, gender, city, country, about me, etc.
• Submit topic Page
o Submit Topics From Any Page
o Anyone can submit a topic, from any page on the website by clicking on the Submit Topic link.
• Member Accounts Account Functions
o Members can change their e-mail, change their password, change their profile picture, as well as edit their profile.
o Member Favorite Topics
o Members can view or remove topics they favorited in their account.

o Search From Any Page
o advanced search system to search for topics and members.
• Ad advertisement banner to the top and the right side of the page
• Administration
o Topic Validation System
o Admin Panel option to require added topics to be validated before they are made public can be enabled/disabled.
• Public Moderation Option
o Admin Panel option to allow public users to moderate newly added topics can be enabled/disabled.
• Reports
o Reported topics and comments are listed on the Admin Panel, so Administrators can delete the report, delete the comment/topic or edit the comment/topic.
• Create Multiple Administrators with encoded Administrator Passwords
• Customization
o Administrators can customize every aspect of the site to suit their preferences, including topics per page, maximum top topics and maximum random topics to display.
o Administrators can view edit or delete topics and members.
o Administrators can create new categories, edit categories or even delete categories.
• Static Pages
o Administrators can edit all of the static pages on the website such as the Terms of Use, Contact Us, Advertising, Privacy Policy and About Us
The current servers are hosted by [url removed, login to view] and you will have full access. The person will selected most likely be hired for other projects as well.
