We are seeking bids on preparing full project specifications or functional requirements document(FRD) for us so that we may then seek bids on the full project.
The ultimate project is large so we think it best for us and ultimate bidders if full professional project specs prepared so you can bid more accurately on the final project and we know precisely what we are getting.

Here are some basic details of the final project so you can see the scale of the project and what will need to be detailed in the specs document.

The project will be database driven and will be hosted on a dedicated server. Speed, reliability and security of the finished code is paramount. Some logo design and graphical work will need to be done.
Script must be very scalable.
Needs to cope with traffic and bandwidth similar to:

There will be an agent section, site admin section, private vendor section. All areas will require their own control panels.
Full email delivery and customisation capability required.
Installation of and integration of system with a bulletin board such as Vbulletin.
RSS feeds of all property sections.
1) Complete and fully descriptive document to our satisfaction to enable the building of fully functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
