Web based voice dialer for MS Excell

I am interested in a web based solution for MS Excell spreadsheet that will allow users to make voice calls either by using windows built-it dialer or by using a third party voice server services. This system will be used by telemarketers to generate leads and make phone calls using MS Excell spreadsheets. The spreadsheet will have basic data such as the persons name and phone number. I will need the dialer to automatically dial the phone numbers and track the activity by date and time. If there si no response, the dialer should go down the list and automaticaly dial another number. It will require user authentication with two control panels, user and admin. Admin panel must be able to view and monitor all of the activity performed by the users. User panel should be able to view the sale leads, transfer leads to other users and view call they have made and mark calls that have been unaswered. I would prefer a coder who has done other voice programming and has worked with similar projects before. Please post your messages to discuss this project further.
