Package Website to CD-ROM

I need to package a large website to a CD. What I need is the framework for the CD to be set up. I need a webserver (something free like Apache or Abyss), PHP, and MySQL.

I need the structure set up so when the user puts the CD in, autorun is called and starts the webserver and brings up the site index page.
