Modify Existing WordPress Website into a Responsive Web Design

I need a highly experience Response Web Designer with WordPress skills to take the following pre-existing WordPress website to the next level by making it a fully responsive website.

In other words, the website currently works fine in a 980px desktop layout, but I need somebody to modify it so that it also works in the following layouts as well:
1. Tablet 768px Layout
2. Smartphone 480px Horizontal Layout
3. Smartphone 320px Portrait Layout
In other words to fully achieve this - I need this individual to first do the necessary mockups in PhotoShop (or other graphics software) and once I approve the mockups then the designer will need to modify the existing CSS layout so that it will also work with these three additional layouts. Doing mockups is absolutely necessary for this project as this will prevent miscommunication and it will also prevent this project from taking any longer than it's necessary. In addition, please keep in mind that this website is already WordPress enabled - so you'll need to be familiar with WordPress as well.
So, here are the deliverables for this project:
1. This website is fully responsive in 4 different size layouts as mentioned above.
2. This website is fully WordPress enabled - all pages from all layouts pull the same data from the same WordPress database.
3. This website is cross-browser compatible - it works properly in IE, FF, Chrome, and Safari...
4. This website is fully XHTML (HTML5) and CSS enabled website.
NOTE: You might have to fix some of the pre-existing CSS settings for the website - I don't know this for certain, but then again, I don't know how the previous developer did everything either. Or I may ask you to make some minor changes to the existing design so that the website is works well with the other responsive layouts.
This should NOT be a very difficult project for the right web designer/developer that has the right skillset and if that's you, then I want to hear from you. Thanks and happy bidding.
