Template, fix and updates for swoopo script

We want to create a swoopo like website and we have 2 options
a) We have a swoopo script (telebid script - the latest release from september 2009) that needs a few things:
1) a new template - designed and coded (we can handle the design if you are not a designer or don't have a designer on the team)
2) moneybookers and paypal integration
3) bug fixing - don't know if we installed it correctly or there are some bugs but sometimes the timers freeze. Don't know where that is from.
4) adding some extra features to each auction: Auction Price Increment and Auction Time Increment - right now they are the same for every auction, set in the general settings.
5) installation of the script on our server
6) Autobidders - bots - do not work properly
Only for people who have experience with this script and know what is there to do.
b) if you have a swoopo like script that works, or think you can create one in 2 weeks max, we're interested.
Budget is $1250, timeline is 2 weeks.
