Simple and Fast Social Network Site - Please Have Examples

We are seeking a social network site similar to facebook or myspace. The goal is to have similar functions but NO flash, MINIMAL or no scripts. We want this to load and function as FAST as possible and be SIMPLE like Craigs List but still have many useful features. The website shall effectively and quickly function with major web browsers and older PC's, including Windows 98. The website is focused on low income, rural users with very old PC's and VERY SLOW DIAL-UP connections, so SIMPLICITY and FAST LOAD is a must. Craigs List is a great example of the performance we are seeking. Your skill in coding and familiarity with the code is important because there will be additional phases to the project and enhancements.
We are not looking for stolen or shareware programs so please only bid if you have existing code or can quickly develop this. No internet shareware or freeware PLEASE! Upon successful completion and payment we are the sole owner and acquire full rights to sell, modify, or freely distribute as desired.
