297112 Script fixes

I got 2 script which need to fix. The first one is a membership reactive script. After the user reactive his username, the script will delete a file in a folder. But I also want the script to delete that user inforamtion from a log file as well. The second script is a download script. There is option in the config file to check what gorup of member don't have the right to download after a certain period of time. i.e. $rest_accounts=array("0135136","0135114") But the script seems didn't check this information and allow all member have the right to download. Hope to find a programmer to communicate with me through icq while he works. Just want to work things out better. I also uploaded the script (not all), but you have a look how it work generally.
