15462 Create a rebate/refund site

Please bid on this if you have done work on rebate type sites and know what is required for the backend programing. PMB with any questions. This purpose of this site is to offer the user a rebate in the form of a % of the monthly fee that site charges. Depending on what the referral fee is from the affiliate, the user will get a % of it returned to them. This site needs to track clicks of the user to determine what sites he has looked at and if possible what sites he as joined. There needs to be a way to timestamp each click as a safeguard to match up against the sites stats to make sure the user joined a site. Will need to be able to interact with CCbill, NATS, and MPA3 to retrieve stats to compare clicks and sales from user input as well as stats from site.
