Create Custom Incentive Freebie Website

I need to create an incentive freebie website similar in functionality to [login to view URL], [login to view URL], [login to view URL], etc... I would like a CUSTOM script that automatically credits referrals, automatically credits offer completion, etc... I need the site to also notify the referrer/ user when a referral is added under their name or an offer is credited. I would like this to be done automatically, so the script needs to include that. I need the background to look like [login to view URL], but the links on the left of the page will need to be different, as they will need to be customized to this particular site. The title of the site would have to be BPF Freebies. I need someone who is experienced to complete this website. Please note that the script needs to be CUSTOM, you cannot use a freebie script as they are much slower, and we have had a problem with them in the past. Additionally, we need to have sole resale rights to the script. Please state the time period that you can actually complete this, and not a generic or random time period. If you state 10 days, we need it done in 10 days give or take a couple of days, you do not have 30 days to complete it if you state 10 days. Also, please make sure you post a pm with your response, otherwise your bid will be ignored- we only want people who are qualified to do this, and not people who just randomly go and place bids without even reading the description.
