New ROS osCommerce Site

Recently I posted a project called ROS osCommerce Site. This was a request for bids for 2 months labor which would not have finnished the project although one company promised phase 1 in that time and I will be looking especially closely at their bid for the entire project.
I was just being cautious maybe too cautious the first time around. I corresponded with some bidders but wasn't able to really get the kind of response I was looking for. I know most of you are probably great programmers and all are invited to bid on this larger re-post of the project.
This time I have decided to post the entire project and have detailed the parameters for biding and extensive much clearer details of the whole project in the attachment. Basically this project has three phases. Your bid here is for all three together because that is the only way it can be bid. I expect you to PM me with your breakdown. Also I am not looking for a company who wants to put a big team on this and rush through it. I would prefer one or two programmers until it is complete. This also allows smaller shops with talented people to bid with confidence that they will be seriously considered.
Everyone should know that I am looking for an excellent price for the entire project. Some previous bids were low for the first two months but when I pressed them the for the cost after two months the price was higher. If you bid on the whole project that problem is solved.
The criteria used to decide who gets this work will be first price although I have given ASP.Net programmers a bit of a bonus offer. I don't think any would be able to beat the osCommerce PHP based bids even with that bonus. You are welcome to try. Because we are planning a lot of other work and also planning to market programming and web site development services based on the winning bidder being the supplier of those services our confidence in whether or not you will be able to do that work at at a reasonable price will also be important.

PS: The budget figure should read $500 - $2500 but would realisticly be in the higher end.
