Gaming Portal System

Hi, I am wanting to release a Gaming Portal System under the GNU/GPL license therefore am not able to pay very much for it as it is non-profit. This is a Gaming Portal system designed like IGN or GameShark, I need someone to finish it according to my request (see ZIP file). I want this HTML template based, so although it's in PHP the template is in HTML it should be somthing like PHP-Nuke template system only a little easier to edit and should be able to be edited in such things like Front Page and Dreamweaver. There is no real time limit but I would like to have it finished by the end of this year. Please see attached document

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased.
