First things first, this is a very small budget project, so i want someone to meet my requirements however possible, it is acceptable to use things like CMS systems and modify, or use them and extensions, or just custom code something if its easier, whatever you do though needs to be small budget, and work.
Basically i want a simple clone almost of a site, [url removed, login to view] and its basic functionality. So it should work pretty much the same, except not send out sms messages, only send out email warnings. And secondly it should have the ability to be a closed system, that is you cant see any information or statuses unless you are logged in if i set the system to private, and i have to invite people to join for them to be able to get a username to actually see any information, or to join.
Basically the system is like the warning network, in that if public you can register and enter your address, or if private, you can be invited by me to register through email, then you can register and enter you address, except where it is different is that this system would automatically take messages from a pager feed i have available, so it would need to decode the message, or not so much decode the message, but work out what is an alert message, and break it apart into message type, address, etc and put that into the system, so at any one time i could see a google map (hybrid, terrain, street, or two seperate maps being one hybrid, and street) of all of the incidents, and on the side they should be listed, and also so i can categorise, arranged either by incident type, or location of incident.
Here is an example of a pager message, the emergency ones are prefeced with ALERT, the feed link is below as well, important that i can give another source for pager messages (another url, but the style of messages would always be the same), and they are entered into the database, so i could also pull up a date range or location and see any incidents, what types put on the map, but by default it would show the latest incidents. It would also need to be interfaced with SENTINAL, which is a IR scanning thing that outputs a google maps image, and if possible if an incident from sentinal, and a pager message are in similar locations, the system calls them both the thing but confirms SENTINAL confirmed etc....
There would be lots of screens, maybe a link for your area, statewide situation, previous area history, previous date history etc, basically i want to be able to store all information and see current situation based on pagers and SENTINAL (12, 24hr,48hr,72hr (seperate colours) as well as updates from the CFA website which are normally RSS available.

The ability to also enter manual messages is important, but more important is to be able to fetch informaiton, all information should be stored in mysql and it can utilize cron scripts if needed :), pager stream updated very often so cron script would have to run each minute. System also should not duplicate messages being entered, it may say in popup box when you hold mouse over incident (marker) that is on the google map the information about the incident from CFA, Pager and Sentinal, and also paged 6 times, or even better the [BELS] with the words different on each call is the people who have been called to that, so if it could record who was paged to what call that would be great.
