Two Sided Website for Connecting a certain type of consumer to a certain service.

Basically we need a website where individuals seeking a specific service (exact details will be outlined in attached documents) can connect with people who offer the service they are after (who are registered with the website)
Both groups must be able to register using two separate forms - the service providers paying a monthly fee and the customers for free
Service providers need to have a public profile that can be rated and reviewed, while customers have no public profile they can post on the service providers profile and private messages can be sent between the two.
There must be a page for the different categories of the service offered, and the customers must be able to post advertisements within these categories, similar to freelancer. More detailed instructions will be provided to the successful bidder.
The successful bidder must be efficient, thorough, organised, creative, and excellent at meeting deadlines. Potential to gain a percentage of the finished project and ongoing work if an outstanding job is done.
