Website for community news

I am planning to start a community website for Marathi people. Requirements : 1. Able to post news(pics, video links, embedded video, etc) in good medium resolution 2. Banner can be tailored for later. Initially, the words "Marathi NRI News" with mutually agreed colours is fine. 3. Not planning any left side bar at the moment. 4. Menu bar just below the header banner to contain the following tabs : - Home - Europe - North America - South America - Asia - Africa - Australia - Events 5. Categories planned initially : - Europe, North America, South America, Asia, Africa, Australia 6. Subcategories should be addable later. 7. When the home page opens, in the middle section of the screen(below the Top banner and the Top Menu) : - the most recent news item from each of the 6 categories should be presented as a clickable item, preferably 2 categories listed each in a row - The image from the recent news item from each category should be shown on the icon of the item at the home page. - when the user clicks the icon, a list should be presented for that particular category. this will be a different page - from the above, if user wants, he will click Back or select any section from the Home Menu. 8. From the 'Events' tab of the Home Menu, require facility to add events with location details(map, etc), description(including pictures or videos). The added events should be presented in the form of a calendar. 9. At the bottom of all pages, 'About Us' and 'Contact Us' options should be presented. This should be editable from the admin accounts. 10. Media gallery will be used actively in all pages for relevant content. 11. For each news item, there should be auto suggestion for other relevant news items, so user can be encouraged to read more content. 12. More requirements typically required of a community news portal can be discussed. This is being planned as a community service project, so budgets are a bit limited.
